AOC Encouraged by DOW’s Project Meridian, Calls for EMSO to Remain a Priority
On September 30, Secretary of War Pete Hegseth announced Project Meridian, a 120-day effort to study future battlefields and identify the domains and capabilities the US military must master. Led by the Department of War’s chief technology officer, the project will conclude with a public report and a classified annex. Read the Department’s official memo on Project Meridian.

“The Association of Old Crows (AOC) is encouraged by the Department of War’s Project Meridian initiative and stands ready to support its focus on accelerating game-changing technologies critical to mission success and maintaining military advantage.
Recent global events have demonstrated that electromagnetic spectrum operations (EMSO) are at the center of operational success. Spectrum dominance is critical across every facet of the mission – from planning through execution.
As Project Meridian helps chart the technological future of the US military and advance the priorities of the 2026 National Security Science and Technology Strategy, AOC believes EMSO and the ability to achieve spectrum dominance must remain a priority. We look forward to opportunities to partner, advocate, and advance the EMSO mission – building on the Department’s 2020 Electromagnetic Spectrum Superiority Strategy and ensuring EMSO is integral to the technologies and capabilities being advanced today.”
Earlier this year, AOC proposed the creation of a Joint EMSO Combat Support Agency (CSA) for consideration in the FY2027 National Defense Authorization Act. Modeled after agencies such as DISA and DTRA, the agency would centralize EMSO policy, coordination, and training across the military services.
