Your participation is critical. Please exercise your right to vote for your AOC Board of Directors representatives. You can familiarize yourself with the candidates with the election guide below. This information describes the candidates’ backgrounds, leadership styles and contributions to the AOC.
PRESIDENT ELECT (Vote for one candidate)
Tony Lisuzzo
Tony Lisuzzo has been an AOC member since 1984 – nearly 40 years now, and the AOC has always been an integral part of his career. He has served the AOC well in numerous positions, including as chapter officer and president and on the International AOC board. Tony continues to serve on the AOC Scholarship Committee at both chapter and international level. In 2009, he was honored and humbled to receive the prestigious AOC 2009 International Gold Medal Award.
Tony’s career started in 1979 as an intern. He then progressed rapidly within Army assignments as an engineer on communication systems, radar systems and then EW systems. His last Government position was a Senior Executive Service member as Director of the Intelligence and Information Warfare Directorate (I2WD), US Army Research Development and Engineering Command. He was responsible for providing state-of the art signals intelligence, electronic warfare, information operations, capabilities ranging from Science & Technology through Acquisition Support to the US Army and NATO.
Since his retirement from government service in 2011, Tony has served in several positions – all involving EW and C5ISR responsibilities. These include VP of Electronic Warfare Strategies at L-3 Communications and Booz Allen Hamilton, where he supported the Army’s future EW programs. He is a founder of Agile Alliance Group LLC providing technical, programmatic, and strategic advice to businesses trying to grow within the DOD market space within the EW, cyber, intelligence and information warfare markets. He is currently President/CEO of Ironwave Technologies LLC, supporting the manufacturing sensitive RF components and sub-systems for large domestic and international defense OEMs. His dedication, integrity and devotion to duty, has proven to be invaluable for leading the future AOC. Tony provides his extensive experience, fortitude and communication skills to guide and assist the International AOC in supporting their challenges and to provide focus to the future leaders across EW.
Tony has spearheaded the campaign to augment cohesiveness and collaboration across our Association through increased networking, technical exchange, and education. The time is “NOW,” he says. We need to strengthen our EW advocacy and forge ahead with persistence and fortitude on education and collaboration to all stakeholders. More than ever, the EW challenges need to be addressed at the highest levels of government, industry and academia partnership; these need to be a combined responsibility of our Association.
RDML (Ret.) Timothy Kuehhas
Timothy Kuehhas has been a member of the Association of Old Crows for more than 25 years. During his Navy career, his operational sea assignments included numerous carrier strike group deployments in electronic attack squadrons (VAQ) supporting CENTCOM and EUCOM operational objectives. Additionally, he served as commanding officer of VAQ-132, deploying to CENTCOM (Al Assad); USS Gunston Hall (LSD 44), deploying to CENTCOM; and USS George Washington (CVN 73), deploying to INDOPACOM and SOUTHCOM.
His shore and staff assignments included serving as electronic warfare instructor at VAQ-129; a tour on the Joint Staff in the C4/Cyber (J6) Directorate as spectrum branch action officer; a tour on the Chief of Naval Operations staff as EA-6B and EA-18G requirements officer; and a tour as Director of Fleet and Joint Training (N7) at US Fleet Forces. During his final assignment, he served as Commander, Joint Task Force Guantanamo.
As a director with Scientific Research Corporation (SRC), Admiral Kuehhas’ portfolio includes P-8 sensor fusion/post flight analysis, partner nation weapon system integration, and AI/ML integration.
He holds a Bachelor’s degree in mathematics from the University of Dallas, a Master of Arts degree from the Naval War College in National Security, and a Master of Science from Old Dominion University in Engineering Management. Additionally, his post-graduate education includes the Naval Nuclear Power Training Command and the University of North Carolina (Kenan-Flagler) Executive Development Course.
AT-LARGE (vote for two candidates)
Michael A. Brock
Mike retired from the US Army in 2021 after a 33-plus-year career that included a wide range of career fields, including EW Officer, Information Operations Officer, Field Artillery Officer, and Enlisted Infantry Mortarman. His most recent position was the Director, Electromagnetic Warfare at Corvus Consulting, where he was a key member of a team conducting a Joint Electronic Warfare Training Range study sponsored by OUSD Personnel & Readiness. His last assignment in the Army was Assistant Army Capability Manager – Electronic Warfare, Fort Gordon, GA. Previous assignments include: Chief, CEMA, 1st Armored Division, Fort Bliss, TX; G-39 Technical Effects Chief for Combined Joint Forces Land Component Command – Iraq (CJFLCC-I); Joint EW Planner, Joint Electronic Warfare Center, San Antonio, TX; Electronic Warfare Proponent Office, Fort Leavenworth, KS; Division EWO, 10th Mountain Division / RC-South AFG; Company Commander and Brigade Fire Support Officer, 1st BCT, 2nd Infantry Division, ROK; DIVARTY Fire Control Officer, 2nd Infantry Division Artillery, ROK; Battalion Fire Direction Officer, 1st Battalion, 5th Field Artillery, Fort Riley, KS; Field Artillery Officer in 1st Bn, 161st Field Artillery, Kansas Army National Guard; and Member of the Presidential Salute Battery, 3rd Infantry Regiment (The Old Guard), Fort Myer, ANC, VA. His awards include: DMSM x 2, BSM x 2, MSM x 3, ARCOM x 4, JSAM, AAM x 5, and GCM. Mike earned his Bachelor of Science in Computer Information Systems from Friends University, Wichita, KS, and his Associate of Science in Business from Dodge City Community College. He lives in the Kansas City area and is married to Laura Ann Batley. They have six children, one French Bulldog, and nine grandchildren.
Eric Colon
Eric Colon served 31 years in the US Army and currently is the Director of Electronic Warfare and Cyber Strategic Solutions at Corvus LLC. His previous position was the Senior Electronic Warfare Subject Matter Expert at the Department of the Army Strategic Operation G 3/5/7 Strategy Policy and Plan. He was responsible for supporting the Army warfighting transformation by integrating, prioritizing and synchronizing multi-domain, data-enabled warfighting systems, as well as operational requirements focused on the electromagnetic spectrum and consisting of information dominance, cyber electromagnetic activities, and electromagnetic spectrum management operations.
Eric also served as a touchpoint for Joint Staff J-7 Analytic Research Program, “Quantum Threats to the 2030 Joint Force”, where he was responsible for advising the staff on determining the optimal mix of tools to prevent adversaries’ encryption and decryption of exploited data that could provide vulnerability information on weapon systems or C2.
Prior to his life in consulting, he was the Technical Advisor to the senior Electronic Warfare Technician at Army Cyber Command, G-39, and he was responsible for the coordination and integration of EW training strategies and managing the Army Cyber Operations Training Strategy, the 915th Cyber Warfare Battalion and the Multi Domain Task Force equipping plan. During his Army service, Eric deployed to CENTCOM AOR and has completed multiple deployments in support of Operations ENDURING FREEDOM and IRAQI FREEDOM. Eric is currently pursuing his PhD in Information Technology with a concentration in Blockchain and cryptography from the University of the Cumberlands.
Jeff Hughes
Jeff has more than 24 years of experience in the US military and in the defense industry. He has served within the Department of Defense in the fields of Intelligence, electronic warfare, cyber / cyberspace, space, and unmanned technologies. He has an extensive background serving in the US Navy as a Cryptologist Technician, on the USS Monterey (Missile Cruiser) and supporting multiple special operations missions (500+), as well as serving within the US Army as a Senior Non-Commissioned Officer and Warrant Officer, serving and supporting prestigious units such as the 82D Airborne Division, 101st Air Assault Division, US Army Special Operations Command (and subordinate units) and Joint Special Operations Command (and subordinate units).
Jeff’s experience extends to support training and real-world operations, both CONUS and OCONUS (Asia Pacific, Middle East, Europe, Africa, South America). He also has experience as a DOD SETA Contractor and Government Official, developing, providing input or making decisions on a great deal of government intelligence and technology programs.
In recent years, Jeff has been and currently setting up his own small business, advising and assisting multiple companies and agencies in the lanes of technology and intelligence. He also works “behind the scenes” on several issues, specifically in cyber / cyberspace, electronic warfare, and unmanned technologies and networks, assisting companies, universities and different offices within the DOD and DOJ.
Jeff would like to bring those networks to the AOC (something it does not have currently) but also possibly utilize the AOC, which he sees can be a great asset to assist the Services in gaps they are currently having specifically under the T (Training), M (Materiel), and P (Policy), which aligns with DOD’s DOTMLPF-P.
Outside of work, Jeff continues to practice and train Martial Arts (Boxing, Kickboxing, BJJ, Wrestling) that he has been doing since the age of 3. He also likes to ride his motorcycle, kayak, work out, play baseball (NVA Semi[1]Pro League), and within the last year, he has taken up golf and is currently attending a PGA Program at a local country club.
Robert Scott “Sherm” Oliver
Sherm is a Spectrum Operations and EW expert at Booz Allen Hamilton, where he leads solution development within the firm’s Digital Battlespace Platform. He recently retired from the US Navy and is a former EA-6B Prowler and EA-18G Growler Electromagnetic Warfare Officer (EWO). During his Navy career, he helped to establish and then lead (as chief of staff) the congressionally mandated Secretary of Defense Electromagnetic Spectrum Operations Cross Functional Team (EMSO CFT).
Prior to this assignment, he was a program manager at the Joint Improvised Explosive Device (IED) Defeat Organization (JIEDDO), where he managed the Counter Radio-Controlled IED Electromagnetic Warfare (CREW) and directed energy (DE) defeat programs. He also served time on the ground in Iraq with the first round of Navy EWOs supporting the Army, where he was the Multi-National Division – Baghdad Explosive Ordnance Disposal (EOD) EWO.
Sherm earned his Bachelor’s degree in Political Science at The Citadel, his Master of Arts degree in National Security and Strategic Studies at The US Naval War College, and his Master of Science degree in National Security Resource Strategy at National Defense University’s Eisenhower School.
Sherm and his high school sweetheart, Tabitha, recently moved to rural Virginia, where they and their teen-age children are cutting their teeth at raising livestock, gardening and country living.
Air Marshall Daljit Singh
Air Marshal Daljit Singh joined the Indian Air Force (IAF)in the fighter stream, during which, he has flown more than 3,500 hours in Su-30, Mirage 2000, Jaguar, and MiG-21 aircraft. He commanded a fighter air base and an independent operational command. In staff appointments, Air Marshall Singh was the director of the IAF’s EW range, director of EW operations at Air Headquarters and Director General, Air Operations.
During his 38-year career in the IAF, Air Marshall Singh was involved in EW operations for 25 of those years, during which he formulated EW tactics, techniques and the IAF’s EW training curriculum. He was also at the helm of affairs for strategic operations and perspective planning.
For the past several years, he has been a regular contributor of contemporary articles on cyber warfare, EW operations and intelligence, and he has been participating in AOC-organized international seminars as guest speaker and also attended an advanced EW course conducted by AIRCO, France.
Air Marshall Singh is a postgraduate of Defense Studies and has attended Defense Services Staff College, He has received Presidential awards for dedication to service of the highest order. At present he is a senior defense consultant to the defense industry and keeps himself updated on the latest technology in various fields of EW, ISR, and Cyber Operations.
Greg Siuta
Greg has over 20 years of experience in Joint EW, Airborne Electronic Attack, and counter-RCIED operations. After graduating from Officer Candidate School, he became an EA-6B ECMO accruing nearly 2000 flight hours and over 300 carrier arrested landings. During his Individual Augmentee deployment in support of Operation Iraqi Freedom, he delivered unique solutions to field Mine Resistant Armored Personnel (MRAP) carrier distribution across the Area of Operation and developed advance EW tactics that resulted in increased survivability for Coalition forces and Iraqi civilians.
After retiring from the Navy, Greg has continued supporting the Joint EW, EMSO and Cyber communities in a variety of technical and managerial roles primarily out of Pt. Mugu, CA. From 2010 to 2018, he worked for Booz Allen Hamilton on multiple OSD and NAVAIR teams supporting the F-35 Foreign Reprogramming Laboratory (FRL) and other EW and cyber activities. In 2018, he moved to GBL Systems, where he is a senior systems engineer and the LVC Lead Test Constructor.
Since becoming a director of the Mugu Crows, Greg has been at the forefront of advancing the mission and advocacy of AOC, and he has implemented creative methods of bringing the membership base together for social, technical and idea-sharing opportunities.
Greg hails from Corvallis, OR, and now lives in Camarillo, CA. He graduated from East Carolina University with a BS in Economics. He has also completed correspondence courses at the Naval War College and has earned MBA and Doctoral degrees.
Greg lives in Camarillo, CA, with his wife, Heather, of 21 years and their two school-aged daughters.
Paul “Heywood” Vavra
Paul is a retired US Air Force officer and EW industry executive. He currently consults internationally on EW, air combat training, unmanned systems and international business development. Enlisting in the Air Force at 16, and commissioned at 18, Paul served as RC-135 EWO, Flight Commander, Intelligence Division Commander, Foreign Area Officer, MAJCOM Command EW, and Commander of the Pacific Reconnaissance Operations Center, where he was responsible for all DOD ISR activity in PACOM. Heywood flew 261 combat, combat support, and Cold War recon missions on the RC-135 and EP-3E and supported operations including Lebanon, Libya, Grenada, Desert Storm, and Bosnia.
Heywood retired from the Air Force in 2005 with 25 years total service. Post retirement he became an international business development executive for two major defense firms supporting EW and Air Combat Training systems.
Heywood has been an Old Crow since 1984 and has served on a variety of chapter committees, the AOC EW certification committee and has spoken at numerous AOC international and domestic symposia. He wants to help the AOC increase international cooperation and grow the number of international AOC Roosts, bringing back the AOC Asia symposium, and ensuring that AOC remains relevant and supportive to the active-duty EMS community.
Heywood’s wife, Carol, is also a retired USAF officer who flew RC-135, KC-135 and C-130 combat missions in Iraq, Afghanistan and Desert Storm. They live in South Dakota.
NORTHEASTERN REGION DIRECTOR (vote for one candidate)
Myles Murphy
Myles has been a member of the AOC since 1989, during which time he has served in the US Air Force and worked in the EW industry. He had the honor to serve in the US Air Force for 30 years, becoming a group commander and retiring at the rank of colonel.
After retiring, Myles was elected vice president of the AOC Garden State Chapter for two years and then served as president for 5 years. For the past three years, he has served as AOC Northeastern Regional Director.
Myles has learned from other board members at the local and international level how to run an outstanding organization. The Garden State Chapter has done great things for the local community by teaching EW seminars, promoting STEM activities, funding a scholarship for local ROTC students, while also helping the Fisher House Foundation and disabled veterans in need. During his tenure as chapter president, the Garden State Chapter was selected as Medium Chapter of Year 2018 and 2019. As AOC northeastern regional director, he has had the honor to help chapters and lead as chairman of both the HQ scholarship committee and Future Five committee. Myles was also appointed vice president of the International AOC board.
As a past chapter president and current International AOC board member, Myles has the experience to understand chapter challenges. If re-elected AOC Northeastern Regional Director, Myles would like to continue to “Pay Forward” what he has learned by helping other chapters to succeed. He wants to continue working with local chapters and the International AOC to develop a winning vision and strategy for the future. He would enjoy the opportunity to continue carrying out the mission and goals of AOC to all the northeastern chapters while communicating the goals and needs of individual chapters back to AOC headquarters.
INTERNATIONAL REGION II DIRECTOR (vote for one candidate)
Jang Pyo Kim
Kim has 33 years of EW experience, including 22 years in the Republic of Korea Air Force (ROKAF), Early in his career, Kim earned a bachelor’s degree in foreign language from Air Force Academy and was commissioned in the ROKAF in 1987. During his military career, he received a diploma of honors in EW program for fighters at 29th Air Group EW school in 1992 and served as a RF-4C Weapon System Officer (WSO), Instructor, Evaluator, Test Pilot at 19th and 20th fighter wings. During this time, he also earned a master’s degree in Physics from Stevens Institute of Technology in 1998 and a doctoral degree in Electro-Optics from the University of Dayton in 2006.
Since retiring from the ROKAF, Kim has worked as a Senior Principal Researcher at the Agency for Defense Development (ADD), where has been involved numerous EW programs, including Tac-ELINT, “701” and DIRCM. He is qualified to work on both RF and EO programs and is currently a program manager for a laser weapon project overseeing a team of over 10 engineers.
Kim has been a member of the AOC since 2014 and been involved in AOC activities at the international and chapter levels. He has served on the AOC International Advisory Committee since 2019, and he is currently an International Cooperation Director of the ROK chapter.
2023 Online Voting Instructions
Beginning Oct. 1, AOC members can visit the AOC homepage, www.crows.org, where they will see election information and a link to Elections On-Line, the independent vendor conducting this year’s online election. You will receive an email with login instructions shortly before the elections start. The website will direct you to your ballot, where you can make your selections. Your AOC dues must be current as of Sept. 20 in order to vote. As with past AOC elections your ballot is secret.
Elections On-Line will hold all completed ballots, tabulate them and send the results to the AOC when the election is complete. Once you have cast your online vote, Elections On-Line will send you an email confirming that they have received your completed ballot.
Paper Ballots
For those AOC members who cannot or do not wish to vote online, the AOC will provided a paper ballot in the September issue of JED. Members may cut out the paper ballot, mark it – including your member number (available on the front label of your JED) and your name and contact information – and mail it back to the AOC. Paper ballots must be postmarked after Oct. 1 and before Sept. 1 and be addressed to:
