US Navy Seeks EW and SIGINT Training Courses

The Navy Expeditionary Intelligence Command (NEIC) has issued a Source Sought notice to procure two courses to train Tactical Electronic Warfare (TAC-EW)/SIGINT personnel in support of future deployments. As describe in the notice, “NEIC provides Navy and Joint commanders with tactical Indications and Warning (I&W), Force Protection (FP) and Intelligence Preparation of the Operational Environment (IPOE) through Signals Intelligence (SIGINT) and Electronic Support (ES) to win decisively in all phases of military operations.”

According to the notice, “One course shall utilize basic and intermediate theory, effective employment of specialized equipment and associated tactics, techniques and procedures. The second course shall be a customized TAC-EW/SIGINT familiarization course to include operational employment and policy for Intelligence Exploitation Team (IET) leadership to include Officers-in-Charge and Leading Chief Petty Officers” It also states, “Course material shall emphasize minimizing both electronic and physical signature of technical systems employed, the Tactics, Techniques and Procedures (TTP) utilized.”

More specifically, the notice says, “IET members should be able to apply sound repeatable methodologies and techniques on how to effectively plan and execute TITLE 10 and TITLE 50 missions, Own Force Monitoring (OFM), Digital Blue Force Signature Management, full-spectrum RF surveys and environment characterization, from analog and digital communication to non-communication radio signals. The most effective use of collection equipment in the most realistic training environment is required. Contractor shall provide personnel with demonstrated tactical expeditionary SIGINT experience and demonstrated experience instructing courses and students similar to this course and its prospective students. Course material shall present realistic scenarios to personnel for effective training, including the unconventional and tactical nature of operational missions.” Courses should be delviered by July 1.
